pcb-rnd has had full support for plated and unplated slots in padstacks for
some time now, with CAM based export allowing these slots to be defined
either in the mechanical layer, outline layer or exellon gerber outputs, to
suit your fab's preferred format.

I am having a pcb made by seeed currently with unplated slots underneath
some ceramic halogen lamp footprints for cable egress. These slots were
defined in the pcb-rnd footprint as a line on the unplated slot layer.

I had plated slots made by oshpark previously as well with pcb-rnd gerber
exports.

The series of holes defining a slot is a hack that the fab may or may not
process properly as a slot.
