I think this mostly falls back to who is willing to maintain the sites 
and to make it to live long and proper.

As a user you just use whatever service is provided or make it happen 
yourself.

I don't see how cvs vs. svn could be of any consern, perhaps svn is 
quicker than cvs.

Already done that.

For me the problem is that they booth are centralized, a property which 
you cherish, but gives me problems when the net is down to the office -
I'd like to check in things even during network outages or when I'm out 
in nowhere. Is there any way of solving that with svn ? Or is it
possible to have a regular import from a git repo to svn ?

Is there any possibility to set up mirrors to share the bandwidth, 
would that be possible with svn, can I set up such a mirror ?
