You could use a layer for only the purpose of completing the antenna, but that would mean it does
not go along with the footprint.

Having extra layers be part of a footprint is the way forward, and pcb-rnd is getting close
to having extra footprint layers allowed.  Pcb-rnd has attributes on every little bit such as
a line or pad segment or polygon.  That will allow separate handling of lines in footprints.
