Circular cut out with plating is a drilled hole, there need to be a flag if cut out should be plated or not. Add circular copper with circular cut out and you get an annular ring. Now it is an ordinary via.

There exist components there pins are a slit. In such case cutout would be a line with rounded edges and copper a little bit thicker line on the copper layer.

I used a component yesterday with a thermal pad where soldermask opening where a little bit different in shape than copper and the pad was full of via holes. It was possible to workaround limitations by adding some extra objects in layout. It is however not possible to draw cut outs and to draw on solder mask I am not sure work correctly.
