Even though polarity does not work properly in gerbv and have to worked around it make sense in pcb/gpcb with cutout or clear polarity to "remove" material.

I thought about emdedded components and with a cut out of a certain height it could be used for the court yard and for embedded components. Whenever it reach a layer it would make a cut out in that layer.

I would say cut out in board layout would make sense although as is now board outline is drawn as a line so there really is nothing to cut from. It have to made from a solid shape, then a cut out could be made.
