I was talking about pin swapping between multiple packages, or sections of one package such as 6 symbols all with U4 for purpose 
of showing FPGA connections, not handling old fashioned quad gate slot choices.  If wires are drawn in those cases, they will need 
to be redrawn.  Maybe that idea needs a different name.  I was thinking slotting is not same details as pin swapping.

Maybe call it fpga-pin-swap for clarity.  The affected nets/pins could have wires drawn, and could go to slotted packages/symbols too.
