Indeed.

In my case, I added fake layers and I merged the Gerber files. This
was the simplest way to eliminate soldermask for coplanar waveguide
transmission line (at 10GHz and higher, the soldermask increases
losses). The result looked very similar to Hittite's evaluation boards.
