... and make the '3 symbol so that it is a '1 symbol sans the additional 
pins of the larger package... Hmm. This would allow for a neat upgrade.  
But symbols for the 44 pin package would be rather over-sized.

How about this: 
 * Start with a 'monolithic' symbol for the 44 pin package
 * The symbol for the 64 pin package is split in two. One sub symbol 
contains all the pins that this version shares with the '4 chip. And a 
second sub symbol for the pins of the additional ports.
 * The symbol for the 100 pin package is split in three. The first two for 
the pins that match the 64 pin version. And a third sub symbol for the 
rest. 

That way, the additional pins of larger versions can be placed out of the 
way of nets connected to the lower port pins.
