This is still true for pcb compiled fairly recently from git. You have
to drag the refdes when it it is in unselected state. And yes, this is
confusing. It deviates from the way almost every other graphics
application works.=20

IIRC, a long time ago no object could be moved when selected. This is
not true anymore. Even general free floating text can be moved when
selected. Seems like refdes/names of footprints did not receive this
update. I consider it a bug.

Ack. If pcb does not seeem to respond to mouse input,
Settings->Lock_Names or Settings->Only_Names is a good tip to check.
