Yes, because these sizes rigidly defined in standards.

I tried this (or use "scale" option of gaf export command). And here's the
problem appeared: with convenient for symbols drawing scaling factor line width
of pins and nets became too small (and i can't find how to change it without
editing defines.h in libgeda source). And if it try to keep acceptable line
width then using 100-unit grid for symbol's pin placement became a headache.
