Most operating systems would consider such behaviour to be buggy. That's 
why they don't provide such keystrokes in the event queue. If you want 
such keystrokes anyways, you have to tell your OS/window manager to not 
use the keys for its self, e.g. turn off menu handling with the Alt key.

Before you ask: I consider this to be a good thing. If every application 
on this planet came along with its individual idea of keyboard 
shortcuts, life as a desktop user would be a lot more complicated.

Uselessness of many of the strokes is another matter. When finetuning a 
layout I usually find myself using a text editor, because there you can 
at least see and change the numbers.
