With two-layer boards, it's fairly well-defined.  With more layers,
it's much worse, between power layers, controlled impedance, and
various signal layers confusing what the "right" thing to do is.

Even with just two layers, flipping over a chunk of the board is at
least going to make a big mess in that spot, since none of the traces
will line up after that.  Short city ;-)
