Hover the mouse cursor over a via. Then:
  a) use [s] to increase the size of the copper ring of this via
  b) use [SHIFT-s] to decrease the size of the copper ring
  c) use [ALT-s] to increase the drill diameter
  d) use [SHIFT-ALT-s] to decrease the drill diameter

Many keyboard accels can be read from a dedicated menu of pcb:
	Info -> Key_Bindings

A comprehensive list of keyboard accels can be found at:

There is a menu item to change the size of all vias in a selection:
	Select -> Change_size_of_selected_objects -> Vias_+10_mil
Similar menues exist for the drill diameter.

Alternatively, you can issue actions from the command interface. Type 
a colon to open the command input. Relevant commands are:
	ChangeSize(SelectedElements, value[, unit])
	ChangeDrillSize(SelectedPins|SelectedVias, value[, unit])
