The current default stackup is:

top / signal1
ground
signal2
signal3
power
bottom / signal4
outline
spare

This is a good starting point for two, four, or six layer boards,
either by ignoring the layers you don't want or deleting them.

The whole "layer group" concept needs to be revamped, but will likely
wait until some future revamping that includes more than just copper
drawing layers (keep outs, for example, need to be grouped with the
copper layers they apply to).
