Almost. Having an outline layer the Gerber exporter takes this instead of creating a drawing area sized one on the fly. Exported coordinates aren't changed, lower left corner != (0, 0). Wether this outline is respected and wether track width is taken into account depends entirely on the application processing these exported Gerbers.
