Typical numbers are 8-10 mil copper clearance and 3 mil mask clearance. "Clearance" is the distance between the two. A 40 mil diameter copper pad with 3 mil mask clearance means the mask hole will be 46 mil diameter. http://www.delorie.com/pcb/docs/gs/gs.html#Terminology
