PCB doesn't allow you to mirror elements, it's too dangerous (it could
easily result in a finished PCB that doesn't match the actual
components).

If you open the PCB Log window (Window->Message log) when trying your
procedure you'll see the explanation message "You can't mirror a
buffer that has elements!"
