They are sufficient for building cross-compiler.

djcross-gcc-*.tar.bz2 contained additionally all changes required for building native compiler for DJGPP.
I tried to build cross-compiler on RHEL8 some time ago (actually before building for ArchLinux), but had some problems at end of build.
I have not tried after that
