A small technicality: may I suggest that the spec be maintained as a Texinfo document? Otherwise we risk the (usual) case where a package is released, but the docs needs a lot of work. Maintaining the docs in Texinfo means, in particular, that you can easily generate it in almost any format, with minimal fuss. (The next release of makeinfo will support HTML output, btw.)
