As you've already discovered, someone already did that.

Why not simply use Groff?  That's how `man' is supposed to work: any
man page that needs to be formatted is run via troff/Groff.  (The
DJGPP binary distributions usually include formatted man pages so that
end users will not need to install Groff, which is a large package.)

Before or after installing the `man' program?

If that happens after you have man.exe installed, something is wrong
either with man.exe or with your system configuration: it works for
me.
