You need an updated DJGPP release to work with Windows XP (or 2000).
Please get updated versions of the following files from Simtel:

bnu2112b.zip 
djdev203.zip 
mak3791b.zip 
bsh204b.zip 
fil40b.zip 
             
Any executables which are dated before December 2001 may not work properly
on Windows XP.  Get an updated binary - or with the files above build 
an updated version yourself from source.
