i = (int *)malloc(20);
should get you started.

It's just a grid. Each square has its own height, ceiling texture,
and wall texture. Go to comp.graphics.algorithms if you need general
help on the theory behind a GTA-style engine.
To draw your polygons, Simply use the p3d extensions to Allegro's
polygon routines, or use Glide.
