Eat or don't eat ???

I have tried following:

C:\TEMP\DHCP-CLI>ar x dhcp-cli.deb

but I get the following error message:

control.tar.gz: No such file or directory (ENOENT)

and a file with the name "debian-b" in the same directory whitch contains 
4 Bytes like
