Subject:	Is it mv or Cygwin?

Can one of the developers, off the top of their head, tell me if it is
mv or Cygwin that is deciding to recursively copy if the initial move of
a directory fails?  I want to modify the action and would appreciate a
quick pointer if someone know without looking.
