Used the setup.exe from the newly created 'latest' directory, and got this
after it started doing the "Installing.."

This is on Win98 SE, I set my root directory to be C:\Cygwin . There is
LOADS (over a gig) of drive space free on all my drives (individually).
After tar caused a crash, it happened on every new attempted package
installation and then a bunch of installation failures occurred. I went
ahead and broke out of the install.
I am having some connection problems, so I can't attach the setup.log
file. It's up @ http://www.lag.net/~matt/tmp/setup.log.gz . If there's
anything else I can do, please let me know.
