I just checked in a fix to cygwin for a hanging problem that
I noted when I hit a CTRL-C during a configure.  It was related
to the new thread-safety code.

I fixed it in a kludgy way but it should be ok for 99.9999% of
the time.

I'll revisit the problem after the upcoming net release.

In the meantime, DJ, this needs to be in the net release.
