Hmm.  Now that the cygwin dll has a compatibility version name then maybe there
should be user-tools.exe, user-src.tar.bz2, dev-tools.exe, dev-src.tar.bz2 and
full.exe (or IMO full.exe should be cygwin-b21.exe).
