I'm trying to move duplicity python package move from python3.9 to 3.12. The cygport file 
is using python3-wheel.

For python 3.9 it works, for Python 3.12 I have the below error. I tried re-installing 
python packages, even doing `C:\cygwin64\bin\dash.exe -c /usr/bin/rebaseall`, reboot to 
make sure there's no stale cygwin.dll. No change. Any tips how to try to find the culprit 
or fix?
