We're working on that.  LLVM 21.x should be much better in that regard.
There has been no effort towards aarch64-pc-cygwin though, but also
nothing that would actively prevent that.

I don't know about the old unmaintained version currently available, but
we're working on getting LLVM/clang 20.x packaged that has all the
architectures enabled, and can be used to cross-compile for
aarch64-w64-mingw32 with https://github.com/mstorsjo/llvm-mingw
./build-all --host-clang
