   FC=i686-pc-mingw32-gfortran.exe

if you want to use mingw-gcc compilers.

similar
   CC=i686-w64-mingw32-gcc.exe
   FC=i686-w64-mingw32-gfortran.exe

for the mingw64-i686-gcc compilers
