Can you please try to telnet port 22?
AFAICT you don't need to install anything. Just use win7 native
telnet:

$ uname -a
CYGWIN_NT-6.1 win7 1.7.7(0.230/5/3) 2010-08-31 09:58 i686 Cygwin

$ cmd

Note that my local IPs are:

$ egrep "(localhost|win7)" /etc/hosts
127.0.0.1       localhost
::1             localhost
164.0.0.6       win7

You could also try to re-generate your sshd config by issuing

$ ssh-host-config

Could you please follow the guidelines in
http://cygwin.com/problems.html and attach a=20

$ cygcheck -s -v -r > cygcheck.out
