Using Windows XP SP3 client.  Reverting to CVS version 1.11.22-1 works.

Looking at `cvs -t up` output, it appears that the 1.12 version truncates t=
he ".new" file at the 14th character, which happens to be a "." for filenam=
es with 8-character basenames.  This fails on CIFS & VFAT mounts, but works=
 on NTFS, for me at least.  Hopefully that is sufficient detail to reproduc=
e the issue.
