Because something still has a handle to it so it remains in the file system
until the remaining handles are released.  This is Windows "Delete On Close"
functionality, which is the closest analogue to Linux/Unix/POSIX behavior of 
deleting
an open file.  Get 'handle.exe' or 'procexp.exe' from sysinternals.com to 
find out
who has handles still.
