I'm not able to reproduce this behavior in my Cygwin 1.7 installation, with lftp 3.7.6-4. Both of the commands you describe work normally for me, without Ctrl-C. My $CYGWIN is empty, BTW. I've abandoned my Cygwin 1.5 installation-- nothing at all works there any more and I'm tired of screwing with it-- so I can't check your problem report there.
