Emacs does support rxvt, but maybe the Cygwin port of rxvt is not
sufficiently compatible.

If you type some of the keypad keys, and then type "C-h l" (that's the
letter ell, not the digit one), what does Emacs show in the *Help*
buffer that pops up?  If the keypad keys are visible to Emacs, you
should see either escape sequences or key names there.

Emacs 23 is in pretest, but it's quite stable (and very close to an
official release).  Which does not mean it cannot have bugs,
especially on Cygwin, where the last stable version is an ancient one.
