  Yep.  Make sure and use cmd.exe or windows explorer to do it, don't use bash
out of habit!

  Not normal or common but not unheard-of either.

  No idea.  The only time anything like it ever happened to me (out of dozens
of cygwin installations), it was just a handful of files.
