Are you only interested in knowing where the local directory defaults to the first time it is run on a machine without a Cygwin installation? If so, then yes, it is CWD. Otherwise, the local directory is the local package directory where packages were downloaded last time, which may not be the synonymous with the CWD at the time that you start 'setup.exe'.
