So, the build problem was resolved by your updated sqlite3 package that
contains a static library.

No, you are confusing the SQLite DLL cygsqlite3-0.dll and the Python
SQLite shared extension module DLL _sqlite3.dll. The former will never
be included in the Cygwin Python package, but the latter one will be
eventually. That is, whenever I finally get round to releasing a new
package...
