Thanks Henning!  Got it working by adding the following to the settings I 
already had:

   // ignore modem control lines and enable the receiver
   tios.c_cflag |= (CLOCAL|CREAD);

   // minimum number of characters before read() returns
   tios.c_cc[VMIN] = 6;
