On some Unix systems, I use:
http://www.reedmedia.net/misc/mail/mailx.sh
http://www.reedmedia.net/misc/mail/mailx.sh.1

Also, maybe http://nail.sourceforge.net/ will build and work under cygwin.
(It is an enhanced mail(1).)
