I have updated the version of cron on cygwin.com to 3.0.1-18.

Thanks to Pierre Humblet for the following contribution:

  Small improvements to cron-config and export of CYGWIN=ntsec
  in postinstall script.

To update your installation, click on the "Install Cygwin now" link on
the http://cygwin.com/ web page.  This downloads setup.exe to your
system.  Then, run setup and answer all of the questions.
