Sorry, haven't actually tried out the reported problem.
Of course the Pekka Niiranen report is bogus.

The default cygwin.bat shell, starting bash --login -i via cmd.exe,
will kill successfully cmd.exe and its child bash.exe when killing the 
window via the mouse [x] or via the pulldown.
