rxvt should obey the SHELL environment variable when called without -e. Strangely, it does only if SHELL != /bin/bash. In the latter case, it uses /bin/sh instead. If SHELL = /usr/bin/bash or /bin/tcsh or /bin/sh, it works correctly.
