Well, I managed to install vim, but I couldn't get it to emulate vi successfully, I read all the help stuff, and tried "vi -v file", but it was still showing the "~" signs in blue. I did a web search and came up with a port of vi that works under cygwin here: http://www.fay.nc.us/~glenn/cygwin/ I unzipped it into my /bin directory and I'm happy now; it's really lean. I don't want to get cute here because I really, really appreciate that people write free software (I mean that) but I have to say that the whole experience of vim, namely being forced to use an "improved" version of a program and then spending ages trying to make it behave like the old version, is one of the reasons that people flee from Windows in the first place. (For example, try turning off auto-insert notification in windows XP - it's a nightmare!)
