I would wager that the Gnu Make maintainer (or any other
such maintainer):

(1) Knows at least as much as we do about what versions are
available, and what virtues they have.
(2) Knows a lot more than we do about the difficulties and
pitfalls of integrating it into Cygwin.
(3) Knows infinitely more than we do about what time they
have available to volunteer (for free) their time to do the
work.
