I'm a bit of a Cygwin newbie, but I *can* tell you Cygwin uses NT accounts (if you're on NT-based Windows). If you're on Windows NT/2000/XP, then just create users as you normally do in that environment (hint: Administrative Tools, or the 'net user' command). No idea how this works in Win9x but you don't say which OS you're using, if you're using 'ntsec' (or not). The Cygwin User Guide contains helpful information you might read:

A follow-up question to me might trip me up for an answer (as I said, I'm a newbie :-)... in which case wait for another person to offer a response.
