The cygwin setup version I am using is 2.249.2.5, which I believe is the
current one. I even downloaded the version from cygwin.com as you proposed
(I downloaded and tried it before I posted this problem I am experiencing,
with the same results). I use a direct connection (no proxy). The last time
I succesfully used setup was yesterday.

Setup.exe gives the following messages:

(null) line 2379: parse error, unexpected '\n', expecting STRING
(null) line 2379: unrecognized line 2740 (do you have the latest setup?)

<repeat for the other lines>

Snippet from the setup.ini file:

@ texmf-base
sdesc: "This is texmf-base-20020530-3, an upgrade helper for tetex-base."
ldesc: "This is texmf-base-20020530-3, an upgrade helper for tetex-base.
It has a dependency on tetex-base, to ensure a smoothly
ugrade to the new tetex packaging scheme.
Once tetex-base-20020530-3 or later has been successfully installed,
this package may be removed."

The 13th line contains "source: " only.

Hope this show the problem more clearly.
