EILSEQ = illegal byte sequence and is used to indicate invalid multi-byte
character sequences. Since Cygwin doesn't support Unicode AFAIK, that's why
the error is not generated anywhere. Adding this error code means adding
Unicode support to Cygwin (and I don't think anyone would complain if you
submitted a patch for that! :-)
