Yes, set CVS_RSH to /usr/bin/ssh.  Then set
CVSROOT=:ext:yourusername AT yourcvshost:/yourcvsroot.

It works really well in conjunction with ssh-agent--if you have your
keys setup right you can do cvs work without having to enter passwords
all the time.
