A quick search of the mail archives provides an explanation by Chet Ramey, the Bash maintainer (not just the Cygwin Bash maintainer). You can also find the announcement of the availability of 2.05a by Chet with the exact list of environment variables affected. There was also much talk about a number of these variables, the problems the loss of exporting by Bash caused, and possible solutions.
